Describe Mobility Instead of Calling It “Operable” or “Inoperable”
Richmond’s ordinance uses terms such as operable and functional for stored recreational vehicles. For a sale evaluation, more precise information is useful. A motorhome that does not start may still roll, steer, shift into neutral, have keys, and have brakes that release. Those details tell more than the phrase “non-running.”
For a travel trailer or fifth wheel, an engine is not the issue. Say whether the tires hold air, the wheels turn, the brakes release, the landing gear works, the slides are positioned for removal, and the hitch or pin box can be reached. Mention missing wheels, locked brakes, failed landing gear, flat tires, or anything else that could prevent movement.

If It Must Move, Document the Current Access First
If the RV needs to be repositioned on the property, take wide photographs before moving it. Keep the Kentucky Ownership Details Clear
Before pickup, confirm whose name is on the title and disclose any known lien. The Kentucky Transportation Cabinet’s current title guidance says a vehicle title must be transferred to the new owner within 15 days after a Kentucky sale.
